Two separate permissions, not one

Owners often assume there is a single licence to renovate. There are usually two: your community developer has to confirm it has no objection to what you are doing, and for structural or external work an authority permit is needed on top. One does not replace the other, and the developer normally wants to see the drawings before the authority does.

What generally needs no permission

  • Painting, inside or out in the community's approved colour
  • Replacing floors, ceilings and lighting
  • Replacing a kitchen or bathroom in the same position
  • Like-for-like replacement of air conditioning units

What almost always needs permission

  • Removing or adding walls
  • Extensions and extra rooms
  • Anything that changes the external appearance
  • Pergolas, shade structures and boundary wall changes
  • Swimming pools and jacuzzis
  • Changes to drainage or the incoming water and power supply

What goes into a submission

A complete package normally includes the existing and proposed layouts, elevations where the outside changes, a structural design and calculations where loads are affected, a method statement, your title deed and passport or Emirates ID, and the contractor's trade licence and insurance. Incomplete packages are the main reason approvals drag on — each resubmission restarts the clock.

How long it takes

As a working rule, allow one to three weeks for a developer no-objection certificate and two to six weeks for an authority permit, depending on scope and how busy the community office is. Pools and extensions sit at the longer end. We submit the drawing package while material lead times are running so the two happen in parallel rather than one after the other.

Why doing it properly matters

Unapproved work can be stopped mid-build, and it surfaces again when you sell or when the community inspects. Fixing an unapproved structure costs far more than the permit would have. It is also the reason a contractor should never ask you to start quietly while the paperwork follows.
